when you are paying the 3.00 that is you paying to place an ad. You don't have to pay anything to post a blog itself. After you fill out the blog title and ad tags then hit save, your blog has been posted. The next screen it goes to is the ad screen. At this screen you can choose whether you want to place an ad for your blog. You don't have to you can just click out of it by not touching it and going up to the top to go back to your home page or profile or where ever you choose to go. I hope this helps :-)

From my understanding, your blogs are based on the quality of your blog, monitoring the ads you put up (if they aren't doing well within, say, 4 days, pull them down and put up new ads for other posts. If the ads are doing well, maybe at 50% click rate or more, invest more money to bring in more traffic. It is also based on quality posts and traffic to your blogs. Visit blogs that you find interesting and hopefully you will get new fans - build your fan base this way. Correspond with others who visit your blog by acknowledging them, etc. If anyone would like to make some more suggestions, feel free! I found at first I was putting money in to promote my ads in March, but I could have had more earnings at cash out time on April 30, if I had stopped my ads for March if I got to a certain level in my earnings. Live and learn! If I am mistake in any of these areas, please correct me anyone, including you JC! :-) As JC says....you have to look at this long term - it's not a get rich quick sort of thing.
