Do you have any bad dog owners in your area?

I live in Toledo, Ohio now and I've never seen such poor treatment of dogs as I have here. Let me give you some examples:

People Who Leave Their Pets Out in Extreme Cold
The lady that lives up the street has 2 small dogs, they look Chi-Weenies (half chihuahua and half dachshund). Their coats are short, they aren't built for extreme cold weather and she would tie these dogs out in the backyard while she was at work. I was set to go have a chat with her about maybe coming up with an alternative plan for her dogs during the day so I didn't have to call the dog warden to come see the condition of the dogs,  when another one of her neighbors went and basically "stole" her dogs out of the backyard and wouldn't give them back. Last I heard, they were goin' to court over it - but at least the dogs were in a warm house. It was painful to see two little dogs barely 10-inches tall trying to navigate around 15-inches of snow on the ground.
